16,826 rural settlements. Small sized, scattered villages without road
connectivity pose a major challenge to service delivery.

Project Context
Introduction to Kopal project:-
Uttarakhand society follows a patriarchal system.
Female foeticide is the result of this system. Education is helpful in the
development of each area but on this issue no impact of education can be seen.
Female foeticide is a more prevalent in the cities than in the villages and
educated people are involved in this heinous crime.
The PCPNDT Act was passed to prevent this and some
ultrasound centers have been seized under the Act.
Most
of the people don’t want two girl children. If the first child is a girl then
they go in for sex detection during the next pregnancy and if it is found that
the next child is also a girl child then they don’t think twice about aborting
that child. Due to the increasing everyday expenditure and the slogan of only
two children the ideal modern family quoted is of a boy and a girl. Two
daughters are generally not accepted whereas two sons increases the happiness
of the family.
Shri
Bhuwneshwari Mahila Ashram has been
working in Uttarakhand for over 35 years in development programs in Uttarakhand
and is working towards the elimination of the crime of female feoticide from
our society. Over the past 3 years SBMA, through the KOPAL Program seeks to address the issues of female feticide and
increase the rate of birth registration in the state of Uttarakhand, with the
support of Plan International and 13 district NGO partner. SBMA believes that it
is due to the lack of awareness among the people that 100% birth registration
is not being achieved. So, with the cooperation and coordination with the
partner NGOs that awareness is being generated among the people of Uttarakhand
regarding the ill effects of the Female foeticide in the society and the necessity
and advantages of the birth registration.
The registration of
births and deaths has been made compulsory under the Registration of Births
& Deaths (RBD) Act, 1969. The state governments under the rules framed by
them are implementing the provisions of this Act. Though more than 30 years
have passed since the enactment of the legislation, the level of birth and
death registration is not satisfactory in certain parts of the country. At the
national level only about 55% of the births and 46% of the deaths are being
registered and the picture is dismal in a number of States. The National
Population Policy 2000 has recognized the need for registration of births,
deaths and marriages and set the goal of achieving universal registration of
these events by 2010.

Project Objectives:
The
project is being executed with an endeavor to raise awareness amongst community
to curb the practice of pre-sex determination and female foeticide together
with promoting Birth Registrations in the area. All activities under the
project aim at ensuring the widest public and stakeholder participation in an
organized movement together with encouraging the participation of government,
social and legal forces for making the programme output oriented and urging
people to stop female foeticide.
Some
objectives are highlighted herein:
