Initiatives.......
The
project was started from April 2004. From April 2004 to June 2005
have been completed and the main activities undertaken during
these quarters are as followings:
1.
One-day orientations meeting for partner NGOs:
One
day orientation meeting was organized for partner NGOs to have
and overall understanding of the program and the activities that
are planned under the project. The main agenda of meeting was
to get clear understanding of program, clarifying different components
of the project to be implemented, account procedures of plan,
preparation of quarterly fund request, sharing of TOR and MOU
with partners. During the orientation workshop, contract was explained
to district NGOs. Two participants from each organization were
oriented regarding the project. The 06 districts partner NGOs
of SBMA are
IDS, PDI, Uttaranchal Vikas Jyoti, Jan Chetna Kendra,
Kanya Jeevan Dayini Samiti, Gramin Kheter Vikas Samiti

Publicity through Audio/Video /Print media.
The
Issue of Female Foeticide is being advocated through print media
to spread awareness amongst people.Articles and reports on Female
Foeticide are being published in the leading dailies as Amar Ujala,
Dainik Jagran, Shah Times, Himanchal Times and Doon Darpan.
In
the month of April 2004 all partners NGOs launched the program
in their respective districts and arranged press conferences in
their district HQs. The issue was also advocated through print
media. Articles and reports on female foeticide were published
in the leading dailies as Amar Ujala, Dainik Jagran, Sahara Samay,
Badri Bishal, Doon Classified, Shah Times and Punjab Keshri etc.
Two special issues of Mountain News published articles on female
foeticide. "Kokh Ma Katal" titled article was published
in one special fortnight issue of Himal Prasang. A full length
paper on female foeticide titled "Mujhe Kuchh Kahna Hai"
was articulated and sent for published in Uttarkashi Vani, Parvat
Jan (Monthly magazine published from Dehradun), Nainital Samachar
(Fortnightly), Parti Bhumi Samachar (Monthly Newsletter published
from Delhi). The video of Aatmajaa and Mook Cheekh was displayed
in all 6 districts with the help of cable network. These two video
films were also shown in schools, self-help groups, gram panchayats,
BDC meetings, Jila Panchayat meetings and PPNDT committee meetings
in all selected district of Uttaranchal.
3.
District level sensitization workshop.
NGOs
like Jan Chetna Kendra Pauri (30 May 04), IDS Rudraprayag (1st
Jun 04) and PDI Uttarkashi (12 Jun 04) has organized district
level sensitization workshop.
The
workshop aimed at:
-
To
disseminate information regarding status of child sex ratio
in Uttranchal particularly in district Rudraprayag, Pauri and
Uttarkashi.
-
To sensitized participants about women health problems after
abortion.
-
To explain PPNDT and MTP act.
-
To know the community's perception responsible for FF.
-
Difference between Foeticide and Infanticide.
Significant factors promoting Female Foeticide:
-
The preference for boy in patriarchal society is so strong that
many women choose to abort rather than give birth to a girl.
-
Modern technology has helped a kill unwanted baby girls while
still in the womb.
-
There is also religious faith that parents want a son. Because
only male children can perform the last rights for their parents.
-
Women are forced to abort their female fetus owing to family
pressure and the practice of dowry is responsible for this.
-
Physical insecurity of women.
-
Lack of education and awareness.
Recommendations
for handling the situation:
-
There
is need of scientific research to investigate factors responsible
for female Foeticide in Uttaranchal.
-
A transformation of our gender society is necessary for the
elimination of female feticide.
-
Volunteers have to be actively mobilized to monitor the registration
and the functioning of the sex-determination clinics in the
district.
-
Effective alliances with ethical doctors have to be made from
the local levels.
-
Lobbying with political parties to put this issue on their agenda
is imperative. In this regard the chief guest of the workshop
has said that if required I will put forward peoples recommendation
related to act to the government.
-
Some participants have said that law or act can not change the
attitude of the society. There is urgent need to initiate a
vibrant, effective awareness campaign at various levels. District
women and child development officer shared that we have vast
network of Aganbadis, certainly issues related to female feticide
shall be discuss in the monthly meetings.
-
This issue should also be discussed in the monthly meetings
of Anganwari.
-
This issue should be discussed in BDC, Gram Panchayat
-
More aware and responsible member should be included in PPNDT
committee. Their regular meetings should be organized.
-
A lesson on gender equity should be included in school curriculum.
-
Organizations and individuals with different priorities and
ideological beliefs have to rally together to battle the powerful
patriarchal forces operating within the institutions of the
family, government and civil society.
IEC
Program :
Hoarding /Poster and Pamphlet/Nukkad Natak
All
partner NGOs decided to put hoardings in six districts of the
state i.e. Pauri (Combind Hospital, Srinagar and bus stand), Uttarkashi
(Dharsasu band (Yamunotri marg) and Viswanath chowk (Gangotri
marg), Haridwar [ Raiwala ( Badrinath marg / Army cantt) and Nepali
farm (Rishikesh marg), Rudraprayag (Block HQ Agustmuni ( Kedarnath
marg) and bus station), Tehri ( Chamba bus stand (Yamunotri marg
) and New Tehri market) and Dehradun ( Bhaniwala, Haridwar, Rishikesh
or Dehradun Road).
A
set of posters were released in UBR sammelan held at Manmathan
Sabhagar by Smt. Anita Kandiyal, Block Pramukh of Jakhanidhar
block, Tehri. The partner NGOs distributed the printing material
to CMO office, BDO office, DM office, District hospital, PHC and
private health clinics. PDI Uttarkashi used this material in district
level sensitization workshop. All 6 district NGOs publicized the
issue of FF through street plays and corner meetings.
The
plays and meetings were staged at the main centers, schools and
panchayats of the city and villages.In Haridwar in the Luxor block
the play tried to cover a range of issues:
Rallies
Rallies
have been organized in all six districts. All have taken place
on Prominent roads with the help of School Children and Women
Groups.
Competition
This
was a new tool for awareness generation in this quarter that was
carried out by all partners with school students. In this way
the awareness program took on another colour as we were able to
address and generate awareness to another generation, who would
be able to make sure that the widening gender gap would get addressed.
Support
Initiatives for programme success:
-
Rapport
building, discussion and negotiation was done with district
administration, CMOs, Chief secretary, Health secretary, DG
Health, Sate advisory committee members and state women commission
of Uttaranchal. Liaison and Networking with the Health Department
-
Female foeticide kits were shared with district NGOs, journalists,
electronic media and other NGOs working in the selected areas.
Permission was also obtained from Garhwal Jal Sansthan for wall
painting in their water tanks in Uttranchal. Mr. R.N. Jhingan
the founder president of KJDS was invited to Canada for advocating
the issue of female foeticide.
-
After viewing he video of "Aatmaja" some other NGOs
like Mahila Samakhya, APIL and Garhwal Vikas Kendra, Nainbag
(NGO working in Yamuna Valley) approached SBMA to support on
the issue.
-
Information and material was sent to all the 13 children secretariat
of the Mountain Children Forum. The State Women Commission in
response to letter sent by SBMA also agreed to support this
mission and instructed the commission members to publicize the
same in their respected districts.
Liasoning
with other NGOs:
In
the month of November 2004, a state level partner NGOs experience
sharing meeting was held in Anjanisain. The main objective of this
meeting was to make the partners meet each other, share what they
had accomplished, their successes and failures and also to get a
deeper understanding of what the program was all about and where
it was headed.
Analysing
KOPAL's initiatives
-
The
organization has been able to bring diverse players in Society
like the members of the PNDT, Important members of society,
Education and Lawyers on one platform to discuss the issue.
-
The organization have been accepted as a member on the PNDT
committee and the organization has been able to ensure the PNDT
sit for its meetings in accordance with the stipulations laid
down.
-
The organization has been able to take this very important issue
right down top the people.
-
The organization feels that it's greatest achievement is being
able to capture the attention of the community on the issue
of female foeticide using various approaches through this program.
-
The district health office and Panchayat Raj members have been
sensitized towards this issue.
-
Close watch is being kept on the Ultrasound centers that exist
in the district and reports are being sent to the Chief Medical
Officer.
-
In some cases the organizations have appealed that registration
for Ultrasound centers should only be given to reputed members
of the medical profession.
-
The media has been sensitized on the issue and carries out regular
reports to keep the issue alive in the minds of the people.
-
In Tehri, 2 ultrasound centers have been sealed and 1 in Uttarkashi
in Rudraprayag, The mobile ultrasound is not making its rounds
anymore.
District
level Capacity Building workshop
Each
partner NGO conducted CBO meeting and couple meetings in their working
area. Pamphlets related to the subject were also distributed to
each couple. In these three months Uttaranchal Vikas Jyoti, Haridwar,
Kanya Jeevan Dayani Samiti, Dehradun and Gramin Khetra Vikas Samiti
(RADS), Ranichauri, Tehri Garhwal organized District Level Capacity
Building Workshop in their respective District HQs.
Objectives
of the workshop:
-
The
sensitize the target group i.e. PRI member, Community leaders,
Media persons and SHG members about the sex selection and pre
birth elimination of females.
-
To generate awareness about PPNDT Act and its proper implications.
-
Information sharing regarding MTP Act. and PPNDT Act 1996
-
To generate awareness about disastrous demographic and social
consequences of pre birth elimination of females.
-
To know the community's perception responsible for female foeticide.
During
discussion following reasons were identified as being responsible
for increasing divide female foeticide, female infanticide, high
infant morality rate, the need of a male heir differentiation between
girls and boys and the dowry system that has made inroads into the
mountain communities and social systems.
CBO
meeting and Couple Meetings
CBO
and couple meetings were held by all partners some of which have
been highlighted below:
-
A
CBO and couple meeting were held at the District level by our
partner in Tehri. It took place in New Tehri on the 15th of
February 2005. The CMO inaugurated the meeting. There were at
least 50 couples and 100 other interested people who participated.
Apart from the couples, the Zila Adhyaksh, politicians, workers
from THDC (Tehri Hydro Development Corporation) and Jouranlists
were present as well. This couple meet was covered by Sahara
Samay, ETV on the 16th and local cable network on the 15th itself.
The book Aadha Sansar was released in the district Tehri on
the 15th as well.
-
During the meeting the couples came forward and discussed the
issue at great length. One group took a pledge swearing that
they would not let anyone in their group be a party to diagnosing
the gender of the feotus or participating in female Foeticide.
-
CBO meeting took place in Pauri as well on the 2nd of February
and 16th of February in the Swaranjayantoi Hall in Srinagar
38 couples and 30 people from different CBOs.
-
CBO meeting took place in Haridwar in the panchayat resource
center on the 23rd of February.
-
90 students of MKP College Dehradun collected data from 1500
couples. Data was collected from well to do couples, couples
who lived in villages, Employed couples, couples with only girl
children. This data collected was shared at the couple meet.
Our partner then asked all present to take an oath that they
would never be a party to diagnosing the gender of the fetus
or participating in female foeticide.
-
There were 76 women of the Mahila Mangal Dals and Panchayati
Members. The women got to hear the gender disbalance of the
district. Our partners explained the importance of the data
of the 0-6 data that was alarming. Some comments from the gathered
women were:
-
In the CBO and couples meeting at Bhadrabad with 14 men and
19 girls and 19 couples the entire concept of the program was
explained. There was a discussion on how doctors mal-practices
on female foeticide could be stopped.
Unveiling
the realities in CBO Meetings:
Kanta
Rana: member of the MMD Said, that these days on several
platform women and men are said to be given the same rights which
in reality is not true.
Kamla Thapliyal a TBA (She has been a Dai for
the last 25 -30 years) said that she too whishes that every delivery
she does is of a male child as she gets much better money and
respect and the house is a happy one. Very often when a woman
cannot bear a son her husband gets married again. The reason for
why a boy is wanted is because of the dowry system, poor families
and more financially stable families want only 2 children one
of which at least must be a boy. In a poor family if the father
is unable to provide the dowry then his daughters will never get
married or else will be married of to a very old mad or one who
is mentally unstable etc.
Mamta Barthwal said that women too are responsible
for female feticide. Women don't understand the problems women
face on repeated abortions, so much so that they can often not
conceive or have children after that.
PPNDT
Meetings
Quarterly PPNDT Committee meeting at district
level
PPNDT committee meetings took place in all 6 districts. The main
issue of this meeting was to identify and decide the role of committee
members in declining sex ratio. In this meeting all partners shared
FF advocacy kit received from LKO. Uttranchal Vikas Jyoti working
in district Haridwar distributed poster and pamphlets in the PPNDT
meeting. The video of "Aatmaja" and "Mook Cheekh"
was also shown during the committee meetings. All members of PPNDT
committee ensured to conduct regular meetings and visits (Ultrasound
centers) in their respective districts. Mrs. Savita Kapoor, vice
president of KGDS Dehradun was nominated as a member of State
advisory committee in PPNDT. The functional PPNDT Committee meeting
was held in Dehradun..
The
PPNDT committee of Dehradun conducted a raid lead by the CMO Shri
D.C Dhyani on a clinic run by Dr Chitra Agarwal. They enacted
a play and found the clinic guilty of practicing gender testing.
The clinic said would charge 900 rupees to disclose the gender
of the feotus. When Dr Chitra realised that Mrs Fatima was not
pregnant she knew she had been trapped.
The PPNDT committee has started the process of canceling Dr Chitra's
registration. This issue has been highlighted in the Amar Ujjala,
Dainik Jagran and other state newspapers. The story was reported
on the front page.
Kopal
Partners Meet on 27th -28th May 2005
The
main objective of the meeting was to share what the partners had
done and problems faced in this quarter. In this meeting the issue
of Universal Birth Registration was also discussed as the next
year will see the merging of the female feticide and Universal
Birth registration into one program.
While
on the issue of sensitization of the Government Officers Rajender
Silswal said, that while it was a difficult proposing. They were
able to sensitise the government official stop the issue but the
government system is such that as soon as one had reached a situation
where the officials were sensitized and appreciated the work that
was being done and tried to help they are transferred out. And
the whole process has to be started again with the new officials
who hinder the programs process and development.
Through
this program the PPNDT meeting is taking place according to schedule
which was not the case earlier. Members who do not attend the
meetings regularly are being asked by the CMO to leave and new
interested members are being inducted. Also all meetings now strictly
follow the schedule set down.
While
discussing Awareness Sarita Bhatt from Haridwar said that in the
Luxor block (Haridwar) she was working in the majority pf the
population was muslim and the women tended to stay at home and
not attend meetings. She said that the awareness level towards
female feticide was less as compared to other blocks.
Detailed
information regarding Universal Birth Registration was given.
Information was also given about the registration forms and certificates
being available but that the rural community lacks awareness.
Also there was a need to insure that the Head of the PHC center
should be present with Birth and Death registration details at
the block level meetings. And at the village level the ANM should
take the birth and death registration details to the VDO/ Panchayat
Mantri at the Panchayat office so that the certificates can be
issued as soon as possible.
The
partners agreed to share all the information received at the block
level meetings so that the process of awareness generation can
start
